After further reconsideration and as advised by Executive Council, I do not now propose to alter the terms for the award of Occupation Period Pay or to adopt the Malayan basis for payments of back pay as communicated to you in my Secret Telegram No. 1356 of 20th December, 1949. I shall address you further in due course giving my full reasons.
2. Adalat Khan will not therefore qualify for the award.
